Towards the Armenian Science Citation Index

Evaluating the effectiveness of scientific research is one of the most critical elements for society in general and the scientific community (creators, consumers, financiers, managers, policymakers, etc.) in particular. According to the established tradition, cutting-edge knowledge in science is mostly presented in scientific journals.

The scientific productivity evaluation is a challenge, especially for developing countries, as the national or regional publications are often poorly covered by the international databases Consequently, the policymakers adopt new instruments and mechanisms to consider local and international publications.

The countries develop national and regional indexes to address the digital gap mentioned above, for instance, the Chinese Science Citation Database or the SciELO Citation Index. In Armenia, a platform for the Armenian Science Citation Index (ASCI) is under construction by the Center for Scientific Information Analysis and Monitoring of the Institute of Informatics and Automation Problems of the National Academy of Sciences of the Republic of Armenia to evaluate the scientific outcome of the Armenian researchers, scientific groups, laboratories, and organizations. It will become an open system of analysis of activities of Armenian scientists, scientific organizations, and development of Armenian journals. ASCI will cover all scientific journals published in Armenia. We have the provisional arrangement with our local publishers and we are going to sign the agreements with them in order to have all local Armenian scientific journals included in ASCI. In the future we plan to cover the publications of Armenian authors published abroad. Our end goal is to establish cooperation with international open scientific databases – make a linkage. According to our  ongoing  research Armenian scientific journals receive a lot of citations from abroad. And the aforementioned linkage will highly contribute to further development of international visibility of the Armenian scientific journals.

The paper aims to present a centralized unique ASCI platform combining the local and international publications, and the tools for analyses and evaluations, as well as to demonstrate the effectiveness of such tools on some concrete institutions. The suggested platform will support making measurements and study analyses, and efficiently and centralized find and visualize the requested information about the scientific outcome of Armenian researchers. Thanks to the NI4OS project funded by EC Horizon2020, the Open Science movement in the platform is highly considered to provide the service openly to interested researchers based on the FAIR principles. In the end, the platform will be integrated into the international scientific databases in the future.
